Speaking about foreign policy, the President said about his visits to neighboring countries.

"Positive progress was achieved in solving many problems including border disputes. Negotiations on border issues continue with Uzbekistan, active negotiations were held with Tajikistan, which provided a prerequisite for solving border and other concerns in near future," the President said.

The total length of the border between Tajikistan and Kyrgyzstan is 970 kilometers, 519.9 kilometers of which are specified. Negotiations on the delimitation and demarcation of the remaining kilometers are continuing.

UNICEF: Kyrgyzstan ranks 79th out of 184 countries on neonatal mortality rate Bishkek, Feb. 20, 2018 / Kabar/. Global deaths of newborn babies remain alarmingly high, particularly among the world’s poorest countries, UNICEF said today in a new report on newborn mortality. Babies born in Japan, Iceland and Singapore have the best chance at survival, while newborns in Pakistan, the Central African Republic and Afghanistan face the worst odds. With neonatal mortality rate of 11.6 or equivalent to 1 in 86 (deaths per 1, 000 live births in 2016), the rank of Kyrgyzstan is 79 out of 184 countries – for the full list of rankings on newborn mortality for all countries, click here .

“While we have more than halved the number of deaths among children under the age of five in the last quarter century, we have not made similar progress in ending deaths among children less than one month old,” said Henrietta H. Fore, UNICEF’s Executive Director. “Given that the majority of these deaths are preventable, clearly, we are failing the world’s poorest babies.”

Globally, in low-income countries, the average newborn mortality rate is 27 deaths per 1,000 births, the report says. In high-income countries, that rate is 3 deaths per 1,000. Newborns from the riskiest places to give birth are up to 50 times more likely to die than those from the safest places.

Highest newborn mortality rates

Lowest newborn mortality rates

1. Pakistan: 1 in 22

1. Japan: 1 in 1,111

2. Central African Republic: 1 in 24

2. Iceland: 1 in 1,000

3. Afghanistan: 1 in 25

3. Singapore: 1 in 909

4. Somalia: 1 in 26

4. Finland: 1 in 833

5. Lesotho: 1 in 26

5. Estonia: 1 in 769

6. Guinea-Bissau: 1 in 26

5. Slovenia: 1 in 769

7. South Sudan: 1 in 26

7. Cyprus: 1 in 714

8. Côte d'Ivoire: 1 in 27

8. Belarus: 1 in 667

9. Mali: 1 in 28

8. Luxembourg: 1 in 667

10. Chad: 1 in 28

8. Norway: 1 in 667

8. Republic of Korea: 1 in 667

More than 80 per cent of newborn deaths are due to prematurity, complications during birth or infections such as pneumonia and sepsis, the report says.

“In Kyrgyzstan, a significant progress has been achieved in decreasing under five mortality rate. However, we need to do more to help newborns survive their first month of life. These deaths of children can be prevented with access to well-trained midwives, along with proven solutions like clean water, disinfectants, breastfeeding within the first hour, skin-to-skin contact and good nutrition”, said Yukie Mokuo, UNICEF Representative in Kyrgyzstan.

This month, UNICEF is launching Every Child ALIVE, a global campaign to demand and deliver solutions on behalf of the world’s newborns. Through the campaign, UNICEF is issuing an urgent appeal to governments, health care providers, donors, the private sector, families and businesses to keep every child alive by:

  • Recruiting, training, retaining and managing sufficient numbers of doctors, nurses and midwives with expertise in maternal and newborn care;
  • Guaranteeing clean, functional health facilities equipped with water, soap and electricity, within the reach of every mother and baby;
  • Making it a priority to provide every mother and baby with the life-saving drugs and equipment needed for a healthy start in life; and
  • Empowering adolescent girls, mothers and families to demand and receive quality care.

“Every year, 2.6 million newborns around the world do not survive their first month of life. One million of them die the day they are born," added Yukie Mokuo. "We know we can save the vast majority of these babies with affordable, quality health care solutions for every mother and every newborn. If every country brought its newborn mortality rate down to the high-income average by 2030, 16 million lives could be saved.”

Rahmon scheduled to pay official visit Kazakhstan and attend Central Asian summit in Astana next month Bishkek, Feb. 19, 2018 / Kabar/. Tajik President Emomali Rahmon today had a phone conversation with his Kazakh counterpart, Nursultan Nazarbayev, Asia-Plus reported.

According to the Tajik president’s official website, Rahmon and Nazarbayev discussed state and prospects of further expansion of bilateral cooperation between their countries.

They reportedly also discussed issues related to preparations for the forthcoming official visit of the Tajik president to Kazakhstan, which is expected to take place next month.

Meanwhile, a source in the Tajik government says President Emomali Rahmon’s official visit to Kazakhstan is scheduled for March 14. The visit is expected to result in signing of number of cooperation agreements between Tajikistan and Kazakhstan.

Current legal foundation of Tajikistan-Kazakhstan cooperation includes seventy-five documents.

“While in Astana, President Emomali Rahmon will also attend a summit of Central Asian leaders that will take place in the Kazakh capital on March 15,” the source added.

According to him, the summit will play a key role in expansion of cooperation between the Central Asian nations and give start to implementation of programs and projects “meeting the long-term interests of all countries of the region.”

Recall, before that the leaders of the five Central Asian nations have held informal meetings and have met within the frameworks of the CIS, the Shanghai Cooperation Organization (SCO), etc.

Thus, an informal summit of Central Asian leaders took place in the Kazakh capital on September 2, 2006. The informal meeting brought together the presidents of Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan for talks to discuss economic and other issues. One of the most important topics on the meeting’s agenda was the creation of an international consortium to manage the region's water resources.

Central Asian experts consider that 2018 will be a turning-point for the Central Asian nations in expanding regional cooperation.

Erlan Karin, Director of Kazakhstan Institute for Strategic Studies, believes that relations between the Central Asian countries will develop this year in all spheres.

Some local experts consider that Kazakhstan is seeking to reprise its role as a locomotive for regional integration by calling for a landmark summit of Central Asian leaders.

Kazakh President Nursultan Nazarbayev reportedly reiterated calls for the integration of Central Asian countries as a way to jointly ensure the security and prosperity of the region on November 13 last year, while answering questions at the 3rd session of the Astana Club, a Kazakhstani government-backed international forum aimed at discussing Eurasian issues.

He pointed to recent developments in Kazakhstan's relationship with Uzbekistan as an example of moving towards better regional integration.

Kazakhstan proposed hosting a Central Asian leaders' summit in Astana in October last year.

Kazak Foreign Minister Kairat Abdrakhmanov voiced the proposal on October 11, 2017 during a speech in Samarqand, Uzbekistan, at the UN-sponsored conference devoted to security and sustainable development in Central Asia.

Kazakhstan advocates forming a model regional zone for peace, security and cooperation in Central Asia and Afghanistan, Abdrakhmanov said.

Uzbek President Shavkat Mirziyoyev, speaking at the October 11 conference in Samarqand, supported Nazarbayev's initiative, eyeing a new course for development focused on closer co-operation with neighbors.

Central Asian experts consider that geographic factors could turn Uzbekistan into a vehicle for regional cooperation because it borders all four other Central Asian states -- Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan -- as well as Afghanistan.

"The European Union also confirms its readiness for more accelerated development of the Agreement. Much work has already been done on both sides. We attach great importance to regional cooperation and the issues of the country's digital agenda. Digitalization will create a transparent management system, this is what business and investors need today," the EU Special Representative said.

Accidentally I heard about the guest's visit, who made his way through the whole city for the sake of bread and useful products, owner of Ecoland, the health food store Roman Kovalenko wrote in social networks.

"When I met him, I found out that he was recommended to visit my store for the sake of unleavened bread. Since their food culture is different, it was a big problem for him to find natural products in a wide range, including bread," Kovalenko said.

The owner of the store specially gave the foreign guest his bread to taste it, he was delighted, and even decided to take him with him to treat friends before leaving for England.

He was disappointed that he could not take his wife for a visit to Bishkek, due to the fact that she has intolerance to gluten and worried that they will not be able to find gluten-free products.

"Surprised that we have enough of these products, he said that he will definitely return to Bishkek again with his wife. I was very pleased with the fact that what I am doing solves the problems of many people, including the guests of our country. I hope, thanks to the solution of such issues, even a small problem, the number of tourists we will increase," the owner of the store said.
