Victory of Kyrgyz Taekwondo Team Bishkek, Nov. 20, 2017. /Kabar/.The Kyrgyz Taekwondo team won 10 medals at the international Grand Prix Almaty Taekwondo Tournament in Kazakhstan, President of the Taekwondo Federation in Kyrgyzstan Vitalyi Oleinichenko told.

The tournament was held on November 18 in Almaty. More than 300 athletes from Kazakhstan, Uzbekistan and Kyrgyzstan took part in the competitions.

The team of Kyrgyzstan was represented by 11 sportsmen led by Kurban Zakirov, Nazira Utesheva and judge Sergei Dubov. As a result, the team from Kyrgyzstan won four gold, one silver and five bronze medals.

The champions were Nurmat Aidarov, Khadizha Isabekova, Naila Mirbek kizi and Adinay Seitkaziyeva. Adinai Romova brought silver to her team. Isa Asakeev, Bael Syrgakov, Aktan Temirbekov, Altynai Sharshenova and Altynay Talibbekova won the bronze medals.

OSCE-supported third Aarhus Centre opened in Kyrgyzstan Bishkek, Nov. 20, 2017 / Kabar/. A third Aarhus Centre in Kyrgyzstan, located in Chlopon-Ata in the Issyk-Kul region, was officially opened with the support of the OSCE Programme Office in Bishkek and the State Agency for Environmental Protection and Forestry of Kygryzstan (SAEPF) on 9 November 2017.

The new Centre follows the establishment of those in Osh (2004) and Bishkek (2015) and will similarly contribute to the implementation of the fundamental principles of the Aarhus Convention in Kyrgyzstan.

“The Aarhus Convention plays an important role in allowing the representation of civil society’s interests in the field of environmental protection,” said Arsen Ryspekov, Deputy Director of SAEPF. “In this regard, the support of the Programme Office to the network of Aarhus Centres, which provides public representatives with practical resources for exercising their rights in environmental protection, cannot be underestimated. In turn, respect for human rights, fundamental freedoms, democracy and the rule of law are at the core of the National Strategy for Sustainable Development of the Kyrgyz Republic."

The OSCE has been supporting the activities of the Aarhus Centres in the country for more than 10 years. Currently, there are more than 50 Aarhus Centres operating in the OSCE region.

In Kyrgyzstan, they actively work with youth in environmental protection activities, supporting the development of environmental journalism and strengthening the dialogue between state structures and civil society in solving environmental problems.

The opening of the new Aarhus Centre in Cholpon-Ata took place following the Memorandum of Understanding signed between the OSCE and SAEPF in 2015.

Chairman of the State Inspectorate for Veterinary and Phytosanitary Security Kalysbek Zhumakanov said that, a truck loaded with eggs was stopped at the Ak-Tilek checkpoint, which was carrying goods from Kazakhstan without the appropriate veterinary documents.

Due to the lack of relevant documents, which allow to import goods into the territory of the Eurasian Economic Union, the cargo was returned to Kazakhstan.

"This is not the first time. There are a lot of such cases. One can said that there are such facts every day when the goods are not allowed because of the lack of relevant documents. Usually chickens, domestic animals, food, meat are detained at the border. The goods are from everywhere, and from third countries," Zhumakanov said.

Compared with the corresponding level of the previous year, the STS revenues increased by 7.4% or by 3 billion 970.4 million soms.

She also said that in consonance with the great historical traditions of tolerance, representatives of more than 130 nations who live in Uzbekistan are guaranteed freedom of conscience and religion, education in their native language, preservation of their national traditions and spiritual values.

The International Scientific and Practical Conference "Interfaith Dialogue and Religious Tolerance - Guarantee of Stability of Society" was organized at Tashkent Islamic University in connection with the International Tolerance Day, which is celebrated in accordance with the resolution of the UN General Assembly since 1997.

Currently, there are about 2,250 organizations in Uzbekistan, belonging to 16 religious confessions, 140 national cultural centers.

Tajikistan partially bans combat sports Authorities in Tajikistan have imposed a de facto ban on multiple types of combat sports and are instead proposing popularizing “gushtingiri,” a national marital art.

The highly confusing list of proscribed sports, as listed on the the State Committee for Youth and Sport website, comprises professional boxing, submission wrestling, unifight, K-1, various forms of mixed martial arts, arm-wrestling, something called “new full contact,” and pankration.

As the committee explained, while private clubs will be permitted to continue practicing the sports and participating in competitions, so long as they can raise their own funds, the disciplines will not be allowed in clubs funded by the government. There are 85 such premises across Tajikistan.

The reasoning provided for this partial prohibition is that the sports in question could cause physical harm to its younger practitioners.

Gushtingiri trainer Mahmadovud Odinayev, who supports the initiative, claimed in making his case that Tajikistan's Health Ministry had data showing that 816 children were rendered disabled by participating in combat sports. He did not provide any specifics.

“Their trainers didn’t go through the traditional sports channels. They learned combat sports somewhere abroad and returned with their belts and opened their own schools. They get children off the streets and teach them to hit one another. It would be preferable to develop national and Olympic sports,” Odinayev said.

The deputy head of the sports committee, Dilshod Nazarov, who won gold for Tajikistan in the hammer-throwing discipline in the 2016 Rio Olympics, said that 70 percent of the government funding now reserved for combat sports will now be redirected to Olympic sports instead. Half the remaining funds will go to “non-Olympic” sports and the rest will go to traditional Tajik disciplines. The amount in question was not specified.

Officials have also urged trainers to keep a close eye on the private combat sport clubs as, they claim, many of them have a poor understanding of proper technique. They have also suggested mounting an advertising campaign against these forms of sport as their popularity has risen swiftly in recent years.

In any event, the list of semi-banned sports is striking for how strangely it has been compiled. One discipline listed, submission wrestling, or “grappling” as the committee calls it, could conceivably be interpreted as including Greco-Roman wrestling and freestyle wrestling, which are both Olympic sports. The committee also refers to UFC and Mixfight-1 as forms of mixed martial arts, although they are actually the names of private organizations that hold competitions.

There is also something odd in the fact that one of the supporters of the defunding initiative for professional boxing is none other than Mavzuna Choriyeva, who won a bronze medal for boxing in the London 2012 Olympics. Her argument was unerringly similar to Odinayev’s.

“We have a growing number of trainers who have not studied in specialized schools. They gather children and teenagers in basements and sports clubs which fail to abide by requirements on standards and they teach them how to punch with their fists,” she said.

But such is the vagueness of the sports committee’s statement that it is not clear whether boxing altogether is considered a suspect activity, or just specifically "professional boxing." If the former were the case, it is perplexing to understand why Choriyeva would support this move.

Like many other bans introduced by Tajik authorities, this seems poorly thought out and confused in its ultimate motivations. And the nebulousness about the funding also appears suspect.

Atambayev meets with Putin Bishkek, Nov. 17, 2017 /Kabar/. President of Kyrgyzstan Almazbek Atambayev today met with President of Russia Vladimir Putin during his working visit to t St. Petersburg of the Russian Federation.

The Kyrgyz President’s press service reported that Putin warmly welcomed Atambayev and called it symbolic that the first and final visit of the Kyrgyz leader took place in Russia.

“I am pleased to note that during your presidency the quality of Russia−Kyrgyzstan relations has significantly changed. The Kyrgyz Republic became a member of our economic union. There has been progress in our cooperation in the economy, security, including strengthening of the external borders, and culture,” he said.

“I am particularly glad that you accepted the invitation and arrived for this cultural forum. You will see that it is a major and very interesting international event that is taking place for the sixth time in Russia, in its cultural capital, St Petersburg, which is for a reason,” Putin said.

Putin also assured Atambayev in further deepening of humanitarian cooperation and the support of initiatives aimed at further studying of Altai civilization.

“I know you have many ideas about reinforcing and building up the results that our peoples have achieved together over the previous decades and, perhaps, even over centuries. Your initiative in this respect is inspiring and we have supported and will support it further. I believe it is very important to emphasise the long history of our relations. We have already spoken about this. The first major event already took place in Kyrgyzstan. We are ready to offer Russian venues for future events as well, so I will be glad to discuss the entire scope of our relations,” he said.

The Kyrgyz President, in turn, expressed satisfaction with the level of development of relations between the two countries, connected with a centuries-old history.

As you know, this year we hosted the Altai Forum, bringing together academics from about 30 countries. Next year, there will be another event, the International Altai Congress. It was held in many places, except Altai. But this time we persuaded them to hold it in our country.

This forum is dominated by Western researchers. Of course, we need to be mindful of our history, because people who forget the path they took in the past will not be able to find their way into the future. I would very much like Kyrgyzstan and Russia to maintain their relations in their current state forever, for centuries, since as you know there were attempts to destroy, dismantle these ties and take them along a different path. The last six years were very challenging for me in this regard. Of course, I would very much like these brotherly relations that we have restored to become only stronger,” Atambayev said.

The two leaders discussed the viral issues of Kyrgyz-Russian cooperation and prospects of further interaction, as well as implementation of joint projects.

Fate of Zimbabwe’s Robert Mugabe hangs in the balance amid coup confusion Mugabe unexpectedly drove on Thursday from his lavish "Blue Roof" compound, where he had been confined, to State House, where official media pictured him meeting military boss Constantino Chiwenga and South African mediators.

Zimbabwean President Robert Mugabe’s fate hung in the balance on Friday as he apparently resisted efforts to step down in the wake of an audacious seizure of power by the army, until this week a key pillar of his 37-year-rule. The unfolding drama in the capital Harare was thrown into confusion when a smiling Mugabe was pictured shaking hands with Zimbabwe’s military chief, the man behind the coup, raising questions about whether or not the end of an era was nigh.

Mugabe unexpectedly drove on Thursday from his lavish “Blue Roof” compound, where he had been confined, to State House, where official media pictured him meeting military boss Constantino Chiwenga and South African mediators.

The official Herald newspaper carried no reports of the meeting’s outcome, leaving Zimbabwe’s 13 million people in the dark about the situation. The army may want Mugabe, who has ruled Zimbabwe since independence from Britain in 1980, to go quietly and allow a smooth and bloodless transition to Emmerson Mnangagwa, the vice president Mugabe sacked last week, triggering the crisis.

The main goal of the generals is to prevent Mugabe from handing power to his wife Grace, 41 years his junior, who has built a following among the ruling party’s youth wing and appeared on the cusp of power after Mnangagwa was pushed out.

Mugabe, who at 93 has appeared increasingly frail in public, is insisting he remains Zimbabwe’s only legitimate ruler and is refusing to quit. But pressure was mounting on the former guerrilla to accept offers of a graceful exit, sources said.

Zimbabwe’s former head of intelligence, Dumiso Dabengwa, was to hold a news conference in Johannesburg at 1200 GMT. A South African government source said he expected Dabengwa, a close ally of the ousted Mnangagwa, to discuss the events in Zimbabwe. “It seems there is some sort of agreement,” the source said.

The army’s takeover signaled the collapse in less than 36 hours of the security, intelligence and patronage networks that sustained Mugabe through almost four decades in power and built him into the “Grand Old Man” of African politics.

Mugabe is still seen by many Africans as a liberation hero. But he is reviled in the West as a despot whose disastrous handling of the economy and willingness to resort to violence to maintain power pauperised one of Africa’s most promising states.

Once a regional bread-basket, Zimbabwe saw its economy collapse in the wake of the seizure of white-owned farms in the early 2000s, followed by runaway money-printing that catapulted inflation to 500 billion percent in 2008.

The federation reported that the team consisted mainly of athletes from the Wushu School of the Seitek National Center for Children and Youth.

23% of preschool children go to kindergartens in Kyrgyzstan Bishkek, Nov. 17, 2017 / Kabar /. 23% of preschool children go to kindergartens throughout Kyrgyzstan, Vice Prime Minister Cholpon Sultanbekova told during the governmental hour at a meeting of the parliament on Thursday.

MP Torobai Zulpukarov asked how many children attend pre-school educational institutions today. "In 2014, it was 12%. Is there any growth today?. If there is, then what is the reason for this, because, as is known, not many kindergartens were built," the parliamentarian asked.

The Vice Prime Minister answered that today 23% of preschool children go to kindergartens. "The number of kindergartens is growing. There is also a private sector. There are kindergartens, which are funded by different funds. That's due to these kindergartens and there was an increase in children attending kindergartens," said Sultanbekova.

Totally there are 1 thousand 62 pre-school educational organizations functioning in the republic, 152 thousand 216 children are educated in them.
