Speaking about foreign policy, the President said about his visits to neighboring countries.

"Positive progress was achieved in solving many problems including border disputes. Negotiations on border issues continue with Uzbekistan, active negotiations were held with Tajikistan, which provided a prerequisite for solving border and other concerns in near future," the President said.

Jeenbekov reminded that borders should be the basis for friendship of peoples, and not the subject of discord. In world practice, border disputes are resolved only through negotiations.

Kyrgyzstan and Uzbekistan signed an agreement on the Kyrgyz-Uzbek border in September of 2017, according to which 85% of the borders were agreed. The length of the border between Uzbekistan and Kyrgyzstan is 1378 kilometers, 230 of which remain uncoordinated.

The total length of the border between Tajikistan and Kyrgyzstan is 970 kilometers, 519.9 kilometers of which are specified. Negotiations on the delimitation and demarcation of the remaining kilometers are continuing.

Uzbek president issues funds for development of fish farming Bishkek, Feb. 20, 2018 / Kabar /. Uzbek President Shavkat Mirziyoyev has instructed to issue additional 100 billion soums for the development of fishing industry in the Bukhara region and to train personnel in this field.

The president gave an appropriate instruction during his visit to the Bukhara region, where he got acquainted with the projects implemented in the Buhorobaliksanoat LLC.

It was noted at the meeting that the Buhorobaliksanoat LLC's project on fish farming and processing is aimed at expanding the diet and reducing the prices of fish.

The enterprise intends to increase its capacity through the acquisition of additional land plots and the introduction of modern technologies.

The president pointed to existence of a large number of natural reservoirs in Bukhara, the availability of ample opportunities for further increasing the cultivation of fish in them.

Earlier, the president signed a decree on measures to increase the fish production in 2018.

Under the decree, in 2018 Uzbekistan plans to produce up to 150,000 tons of fish. This is 2.5 times higher than the average annual production of recent years (about 60,000 tons).

The three leading producers of fish this year will include the Tashkent region with 20,100 tons of fish, Karakalpakstan - 20,000 tons and Khorezm region - 13,100 tons.

The law is designed to optimize the legislation of the Kyrgyz Republic in the field of physical culture and sports.

In particular,changes of editorial and clarifying nature are introduced to some provisions of the Law of the Kyrgyz Republic On Physical Culture and Sports.

This Law also defines and clarifies the powers of the Government of the Kyrgyz Republic in the field of physical culture and sports.

The law enters into force in ten days after the day of its official publication.

Car hits woman with child in Bishkek while crossing road in wrong place Bishkek, Feb. 20, 2018 / Kabar /. A car hit a girl when she was crossing the road with her mother in the wrong place on Akhunbaev and Maldybaev streets in Bishkek.

UNICEF: Kyrgyzstan ranks 79th out of 184 countries on neonatal mortality rate Bishkek, Feb. 20, 2018 / Kabar/. Global deaths of newborn babies remain alarmingly high, particularly among the world’s poorest countries, UNICEF said today in a new report on newborn mortality. Babies born in Japan, Iceland and Singapore have the best chance at survival, while newborns in Pakistan, the Central African Republic and Afghanistan face the worst odds. With neonatal mortality rate of 11.6 or equivalent to 1 in 86 (deaths per 1, 000 live births in 2016), the rank of Kyrgyzstan is 79 out of 184 countries – for the full list of rankings on newborn mortality for all countries, click here .

“While we have more than halved the number of deaths among children under the age of five in the last quarter century, we have not made similar progress in ending deaths among children less than one month old,” said Henrietta H. Fore, UNICEF’s Executive Director. “Given that the majority of these deaths are preventable, clearly, we are failing the world’s poorest babies.”

Globally, in low-income countries, the average newborn mortality rate is 27 deaths per 1,000 births, the report says. In high-income countries, that rate is 3 deaths per 1,000. Newborns from the riskiest places to give birth are up to 50 times more likely to die than those from the safest places.

More than 80 per cent of newborn deaths are due to prematurity, complications during birth or infections such as pneumonia and sepsis, the report says.

“In Kyrgyzstan, a significant progress has been achieved in decreasing under five mortality rate. However, we need to do more to help newborns survive their first month of life. These deaths of children can be prevented with access to well-trained midwives, along with proven solutions like clean water, disinfectants, breastfeeding within the first hour, skin-to-skin contact and good nutrition”, said Yukie Mokuo, UNICEF Representative in Kyrgyzstan.

This month, UNICEF is launching Every Child ALIVE, a global campaign to demand and deliver solutions on behalf of the world’s newborns. Through the campaign, UNICEF is issuing an urgent appeal to governments, health care providers, donors, the private sector, families and businesses to keep every child alive by:

  • Recruiting, training, retaining and managing sufficient numbers of doctors, nurses and midwives with expertise in maternal and newborn care;
  • Guaranteeing clean, functional health facilities equipped with water, soap and electricity, within the reach of every mother and baby;
  • Making it a priority to provide every mother and baby with the life-saving drugs and equipment needed for a healthy start in life; and
  • Empowering adolescent girls, mothers and families to demand and receive quality care.

“Every year, 2.6 million newborns around the world do not survive their first month of life. One million of them die the day they are born," added Yukie Mokuo. "We know we can save the vast majority of these babies with affordable, quality health care solutions for every mother and every newborn. If every country brought its newborn mortality rate down to the high-income average by 2030, 16 million lives could be saved.”

Judo players from Kyrgyzstan will compete at International Tournament in Germany Bishkek, Feb. 20, 2018 / Kabar /. Seven judo players from Kyrgyzstan will compete at the International Tournament Dusseldorf Grand Slam 2018 in Germany.

The first highway convoy with export cargo on new transport corridor Tashkent-Andijan-Osh-Irkeshtam-Kashgar will leave on Feb.25, the press service of the Ministry of Foreign Trade of Uzbekistan reported.

The products of exporters of Uzbekistan and neighboring countries will be delivered by trucking facilicites of Silk Road International, established on Feb. 5. Upon arrival in Kashgar, the column will depart on the return route with imported products already.

About 100 thousand tons of export-import cargoes are planned to be transported along the new corridor by the end of this year. There are applications for the transportation of goods for three months in advance already in the amount of 27 thousand tons. These are products of textile, leather and agricultural industries, as well as imported products of electrical industry, engineering and other goods.

For cargo shippers and cargo receivers of Uzbekistan in Andijan region, a multimodal transport and logistics center has been built on the terminal of the station Akhtachi allowing cargo to be transported from all regions of the country to Andijan by rail and then to China by trucking facilicites.

The activation of the new Uzbekistan-Kyrgyzstan-China railway construction will make it possible to reduce the distance in comparison with the existing corridors by almost 1,000 km.

A pilot car rally along the route with the participation of trucks from Uzbekistan, Kyrgyzstan and China was organized back from Oct. 30 to Nov.3, 2017. The distance of a total length of 920 km was overcome in 31 hours.

The average speed of the convoy was about 50-60 km per 1hour. The time of the Uzbek-Kyrgyz border (the post Dustlik) took about 1.5 hours and the Kyrgyz-Chinese border (Irkeshtam) - about 2 hours.

New int'l airport commissioned in Turkmenistan Bishkek, Feb. 19, 2018 / Kabar/. A new international airport was built in Turkmenabat city, the administrative center of the Lebap region of Turkmenistan, the Neutral Turkmenistan newspaper reported.

The airport built by the local company "Gundogdy" is located 13 kilometers from the city in close proximity to the Ashgabat-Turkmenabat highway and the Ashgabat-Kerki railway.

Rahmon scheduled to pay official visit Kazakhstan and attend Central Asian summit in Astana next month Bishkek, Feb. 19, 2018 / Kabar/. Tajik President Emomali Rahmon today had a phone conversation with his Kazakh counterpart, Nursultan Nazarbayev, Asia-Plus reported.

According to the Tajik president’s official website, Rahmon and Nazarbayev discussed state and prospects of further expansion of bilateral cooperation between their countries.

They reportedly also discussed issues related to preparations for the forthcoming official visit of the Tajik president to Kazakhstan, which is expected to take place next month.

Meanwhile, a source in the Tajik government says President Emomali Rahmon’s official visit to Kazakhstan is scheduled for March 14. The visit is expected to result in signing of number of cooperation agreements between Tajikistan and Kazakhstan.

Current legal foundation of Tajikistan-Kazakhstan cooperation includes seventy-five documents.

“While in Astana, President Emomali Rahmon will also attend a summit of Central Asian leaders that will take place in the Kazakh capital on March 15,” the source added.

According to him, the summit will play a key role in expansion of cooperation between the Central Asian nations and give start to implementation of programs and projects “meeting the long-term interests of all countries of the region.”

Recall, before that the leaders of the five Central Asian nations have held informal meetings and have met within the frameworks of the CIS, the Shanghai Cooperation Organization (SCO), etc.

Thus, an informal summit of Central Asian leaders took place in the Kazakh capital on September 2, 2006. Kazakhstan advocates forming a model regional zone for peace, security and cooperation in Central Asia and Afghanistan, Abdrakhmanov said.

Uzbek President Shavkat Mirziyoyev, speaking at the October 11 conference in Samarqand, supported Nazarbayev's initiative, eyeing a new course for development focused on closer co-operation with neighbors.

Central Asian experts consider that geographic factors could turn Uzbekistan into a vehicle for regional cooperation because it borders all four other Central Asian states -- Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan -- as well as Afghanistan.

More than 97 kg of drugs found in resident’s home in Toktogul Osh, Feb.19, 2018 / Kabar /. More than 97 kg of narcotic substances - cannabis, marijuana and hashish oil were found in the house of a resident of Toktogul, the Police Department of Jalal-Abad oblast told.

Prime Minister of the Kyrgyz Republic Sapar Isakov met today met with European Union (EU) Special Representative for Central Asia Peter Burian, the press service of the Kyrgyz Government reported.

The Kyrgyz prime minister thanked the European Union for the continued support of reforms in the country, in particular in the electoral system, education and the rule of law.

"The government has identified priorities in reforming for the near future. First of all, the reforms will be aimed at increasing the revenue side of the budget, creating an open and transparent system of public administration, including the availability and transparency of public procurement, effective state office, fair taxation and collection of customs duties and preventing corruption in all areas of interaction between the state and citizens," Sapar Isakov said.

From his part, Peter Burian noted the high level of presidential elections in the Kyrgyz Republic in 2017, and also dwelled in detail on the Government's 40 Steps to a New Era and Taza Koom programs.

"We watched with delight the presidential elections and praised the entire process. Dozens of countries still dream of such a system of elections using electronics. However, you could achieve this result in less than three years. We are ready to build and deepen partnership within the framework of government programs. These programs are a good ground for bilateral cooperation and serve for us as a direction to support. We, in turn, are ready to work to create friendly environment for Taza Koom in the training of relevant personnel within the Erasmus + program, to provide additional capacities in the development of trade and access to justice," Peter Burian added.

The sides also discussed the preparation of a new Enhanced Partnership and Cooperation Agreement between the Kyrgyz Republic and the European Union, the second round of negotiations which will be held in late February of this year.

"We attach great importance to the development of the new Agreement. The government is ready for intensive negotiations. We are confident that the signing of the Agreement will allow us to take our relations to a new, higher-quality level," Sapar Isakov said.

"The European Union also confirms its readiness for more accelerated development of the Agreement. Much work has already been done on both sides. We attach great importance to regional cooperation and the issues of the country's digital agenda. Digitalization will create a transparent management system, this is what business and investors need today," the EU Special Representative said.

At the end of the meeting, the sides discussed in detail projects related to access to safe drinking water, education and the justice system.

Boxers from Kyrgyzstan to participate in Asian Games in Indonesia Bishkek, Feb. 19, 2018 / Kabar /. Nine boxers from Kyrgyzstan will participate in the Asian Games in Indonesia, the press service of the State Agency for Youth, Physical Education and Sports of the Kyrgyz Republic reported.

The Asian Games of 2018 are a multi-sport competition that will be held in 2018 from Aug. 18 to Sept. 2 in Jakarta (Indonesia).

Currently boxers of the National Team are having trainings in Almaty (Kazakhstan) in order to adequately perform at the Asian Games. The trainings will last till March 4.

Kyrgyzstan at the Asian Games will be represented by: Mirlan Turkbai uulu (49 kg), Syrgak Dzhanseiitov (49 kg), Zhanybek Musayev (52 kg), Syrojidin Abdullayev (56 kg), Bek Kamchybekov (64 kg), Nurlan Kobashev (64 kg), Abdurahim Abdurakhmanov (69 kg), Ilyas Makukanbetov (75 kg), Erkin Adylbek uulu (81 kg) under the leadership of the Senior Coach Jyldyz Niyazaliyev and Main Coach Daniyar Djusubaliyev.

Members of the National Team are seconded at the expense of the Directorate for Olympic sports. 325 thousand soms are allocated from the budget of the Directorate.

Turkmenistan uses seeds of high-yield wheat Bishkek, Feb. 19, 2018 / Kabar/. Wheat crops take up more than 700,000 hectares of agricultural areas in Turkmenistan, local newspaper Vatan reported.

The report said vegetational watering was carried out. Additional mineral fertilizing of soil will be done closer to spring.

Seeds of high-yield wheat were being used during the sowing.

Measures to protect winter crops against pests and diseases are being taken.

About one million tons of wheat was harvested in July 2017 in the country.

Earlier, Turkmenistan had been awarded a special prize of Food and Agriculture Organization (FAO) of the UN for achievements in the food security sphere.

Kyrgyz President charged to strengthen work in Internal Affairs Agencies Bishkek, Feb. 19, 2018 / Kabar /. President of Kyrgyzstan Sooronbay Jeenbekov received today Minister of Internal Affairs of the country Ulan Israilov, the press service of the President reported.

Measures and tasks to fight against corruption in the Internal Affairs Agencies were discussed in accordance with the decision of the meeting of Security Council from Feb. 8, 2018.

Jeenbekov set the task to strengthen the work on removing dishonest employees from the Internal Affairs Departments, who are hiding behind the police uniform are engaged in corruption cases and are involved in criminally punishable crimes, including drug-related crimes. In addition, the Head of State instructed the completion of all activities related to reforming of the Internal Affairs Agencies.

The President reminded that based on the results of recent sociological surveys conducted in Kyrgyzstan by international organizations, corruption and unemployment have become problems that are particularly troubling the society, and the Internal Affairs Agencies are unfortunately leading in these surveys.

"You have a serious task in eradicating corruption," the President stressed and also instructed the Minister to strengthen and intensify efforts in fighting against crime in the country as well.

Former Minister of Energy and Industry of the Kyrgyz Republic Avandil Kalmambetov said that it is necessary to put the energy sector right before launching such projects as CASA-1000, otherwise there is a risk of losing the energy market.

Fuel tanker falls into river and completely burns down Bishkek, Feb. 19, 2018 / Kabar /. The Renault petrol tanker fell into the Chychkan river in Jalal Abad and completely burned down today, the press service of the Ministry of Emergency Situations of the Kyrgyz Republic (MES) reported.

Accoding to data of the MES, the traffic accident happened at 11:00 a.m. on 238 km of the Bishkek-Osh road near the Itagar station. The driver of the truck failed to control the truck, drove off the road and fell into the river. As a result of the accident, two people were injured and the heavy truck with 35 tons of gasoline was burned down.

The fire service of the Toktogul district is working on the spot, the report said.

Kyrgyz military men to visit international arms exhibition in Kazakhstan Bishkek, Feb. 19, 2018 / Kabar/. A meeting of representatives of the State Committee for Defense Affairs of Kyrgyzstan with a delegation of the military-industrial complex of Kazakhstan was held in Bishkek on Feb. 16.

The issues of cooperation and the prospects of defense departments in the sphere of the military-industrial complex, were touched upon at the meeting. In particular, the sides discussed the possibility of cooperation in the defense industry.

The Kazakh side conveyed an invitation to the Kyrgyz military department to visit the V International Exhibition of Arms and Military-Technical Property "KADEX-2018", which will be held on May 23 - 26, 2018 in Astana.

This is the first exhibition held under the auspices of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan, which was established in 2016. Kazakh and foreign enterprises of the defense-industrial complex and space industry, leading design bureaus and research institutes will take part in it.

Kyrgyz athlete wins silver medal of Para Powerlifting World Cup Bishkek, Feb. 19, 2018 / Kabar/. Athletes from the Kyrgyzstan national team for powerlifting with musculoskeletal disorders participate in the Fazza Dubai 2018 Para Powerlifting World Cup.

Paralympic athlete Esen Kaliev won the silver medal of the Powerlifting World Cup in the weight category up to 59 kg.

The World Cup has started on Feb. 17 in Dubai (UAE) and ends on Feb. 22.

Kyrgyzstan will be represented by five athletes: Esen Kaliev, Sagynbek Mahamatkul uulu, Jyrgalbek Orosbayev, Maksat Argymbayev, Adilet Kamchybekov under the guidance of coach Adnan Dzhabrailov.

Last year at the same tournament, Kaliev took silver.

From England to Kyrgyzstan for sake of unleavened bread Bishkek, Feb. 19, 2018 / Kabar/. Lithuanian mountain climber killed in Kyrgyzstan felling from cliff Bishkek, Feb. 19, 2018 / Kabar/. Rescuers found a body of a mountaineer from Lithuania, who fell from a cliff in the Ala-Archa national park in Chui oblast, the press service of the Ministry of Emergency Situations reported.

The body of the 43-year-old climber was found by the rescuers on Feb. 18 at 13:30.

Two mountain climbers, citizens of Lithuania Saykauskas Saliyus and Keiskas Krupsky Alis fell from the rock on Feb. 15.

One of the climbers Keiskas Krupsky Alis was delivered to the private medical clinic in Bishkek on Feb. 17 by a helicopter of the General Staff of the Kyrgyz Armed Forces. He reportedly bruised his right leg, his state of health is stable.

The body of the second climber will be lifted from the gorge today, the report said.
